Oregon Department of Consumer and Business Services (DCBS) – Division of Financial Regulation will be presenting on Data Broker registration requirements under section ORS 646A.593 and OAR 441-840-0010 to 441-840-0090 along with providing consumer tips to data privacy and opt out. The Oregon Department of Justice will present on the Oregon Consumer Privacy Act, focusing on recent amendments and changes to the Oregon Consumer Privacy Act (OCPA).

Oralia Cooper
Consumer Education and Engagement Coordinator, Division of Financial Regulations at Oregon Department of Consumer and Business Services
Oralia Cooper serves as the Consumer Education and Engagement Coordinator for the Division of Financial Regulations. She is currently a member of the North American Securities Administration Association (NASAA), where she actively contributes to several subcommittees to effectively support members and their clients. Oralia holds a Master of Education from Saginaw Valley State University. Before taking on her current role, she worked for the state of Michigan as an education consultant for the Department of Education, ensuring compliance with the Elementary & Secondary Education Act (ESEA) / Every Student Succeeds Act (ESSA). She also served as an analyst within the Department of Licensing and Regulatory Affairs.
Stacy Adams
Data Broker Compliance Specialist, Division of Financial Regulation, Oregon Department of Consumer and Business Services
Stacy Adams works with the Oregon Division of Financial Regulation as a Data Broker Compliance Specialist since May of 2024. Stacy Adams came to the state employment after spending 28 years working in the private sector doing third party collections.
Dr. Katie Blevins
Privacy Analyst, the Economic Justice Section of the Oregon Department of Justice
Dr. Katie Blevins is a Privacy Analyst in the Economic Justice Section of the Oregon Department of Justice. She received her Ph.D. from the Pennsylvania State University and prior to her arrival at the Oregon DOJ, she was a tenured professor at the University of Idaho. In her role at the DOJ, she generates privacy policy, helps implement and enforce relevant privacy laws, and performs outreach on behalf of the citizens of Oregon.
